Safeguarding Concerns over Foster Carer with Past Abuse Allegations

Officials in Herefordshire are facing growing criticism over the decision to place children with a foster carer who had previously been accused of multiple historic child abuse offences. The carer was acquitted over a decade ago of serious charges, including indecent assault and rape and they currently care for children without supervision.

Concerns were first raised with the council in 2022, and a coalition of parents and professionals is now urging the authority to reconsider the placement. The Families’ Alliance for Change (FAC) warned that a not guilty verdict does not necessarily equate to a safeguarding green light.

Tina Russell, Director of Children’s Services, stated that while the fostering panel was informed of police concerns, it is not standard practice to notify the panel of every referral. She added that the case had been “reviewed extensively”.

Despite this, some former officials remain deeply concerned. Jennie Hewitt, previously vice-chair of the children’s services scrutiny committee, criticised the council’s continued support of the placement.
