
Fourth Southampton teacher at same school charged with serious sexual offences
A fourth teacher from the same Southampton school has been charged with sexual offences against children.
Leo Norman, 45, of Southampton, a former teacher at St Anne’s Catholic School and Sixth Form College is accused of four counts of abusing his position of trust by engaging in sexual activity with a girl, and one count of causing or inciting a girl to engage in sexual activity.
The offences are alleged to have occurred between 2014 and 2019. Norman is scheduled to appear before Portsmouth Magistrates’ Court on Monday, 7 July 2025.
The investigation into Norman is part of a wider police investigation into what appears to have been exceptionally serious failings at St Anne’s and which has so far resulted in four different teachers being charged for sexual offences covering activity from 2004 up to 2022.
Other individuals charged include:
- James Rouse, 48, former headteacher, charged with abusing his position of trust by participating in sexual activity with a child, relating to incidents between 2004 and 2006. He has pleaded not guilty and is awaiting trial.
- Edward Waller, 65, former teacher, has been charged with one count of rape and two counts of abuse of position of trust by causing or inciting a child to engage in sexual activity, also relating to incidents between 2004 and 2006.
- Paul Davis, 48, former teacher, has been charged with three counts of sexual activity with a girl under 16, alleged to have occurred between 2021 and 2022.
Parents and pupils alike will be disturbed and concerned given the allegations cover many years and so many individuals. It is vitally important those such as teachers who are in positions of trust over vulnerable children and teenagers must be held fully accountable if they exploit their positions.
