Hounding dog owners

The Labour party has announced plans to make dog owners take out compulsory insurance for their pet hounds. With apparently more than 100 people admitted to hospital every day with injuries caused by dogs certainly this measure is long overdue. I'm sure postal workers (and the pet insurance industry) would agree. But whilst responsible dog owners may already have such insurance, it is often those who don't whose dogs cause the most harm - and if there's no insurance it is often just not worth suing the owners for compensation for the injuries people have suffered. Tough sanctions for failing to take out insurance must be enshrined in law so it is as much a crime not to have insurance on your car as it is on your dog.
