Road conditions themselves may cause accidents which cause personal injury. Highways Authorities have duties to road users (including pedestrians) to ensure that roads are kept in a safe condition. This includes keeping the roads and pavements in good repair, ensuring that road signs are visible, that road planning is not confusing, and clearing roads in adverse weather conditions. All drivers will know that driving in snow and ice is particularly hazardous, and since October 2003 Highways Authorities are obliged to grit the roads to improve driving conditions and prevent road traffic accidents.
